Fingerprinting is the technique of interpreting the responses of a system to identify the operating system and systems in use. In particular, unexpected combinations of data are sometimes sent at the system to trigger these responses.

Exploitation of these services may result in symptoms such as the process table being full of error messages (%SYS-3 NOPROC) or high CPU utilization. The small services are disabled by default in Cisco IOS Software 12.0 and later. In earlier software, you can disable them by using the no service tcp-small-servers and no service udp-small-servers commands.
